Question for Union Of Kenya Civil Servants

Why should nhif make such high deductions and then restrict the Civil Servants on the hospitals they have to choose as their medical facility? I wanted to choose medanta Africare but was told that my job group does not allow. why should the medical the medical facility remain the same with enhanced deductions?
