Question for Lions SightFirst Eye Hospital

I got a referral to visit Lions Eye Centre from the health Centre where I am registered by NHIF as they don't have eye unit. When I came to Lions Loresho I was told to pay. If I have a referral under NHIF coverage why do I have to pay - please explain.
