Question for KENYA SCIENCE TEACHERS COLLEGE

My names are Jackson Mwangi Maina. I graduated from KSTC in 1989. I need to get official Transcript sent to University Of Washington Bothel Campus. Is there a way it can be submitted electronically? If yes, how do I pay for the services? If no, can the college mail it directly or through me? Or should I sent somebody to get it on my behalf and have it mailed to me or college directly? How much should be paid to get official Transcript?
